Steps to Assess a Violation Report
Initial Review of the Report: Check the completeness of the report. It should include vehicle images, timestamps, location data, and any relevant notifications or alerts.Verify that the report header contains the correct date, time, and location of the violation.
Image and Timestamp Verification: Ensure that each image is clear and the vehicle's number plate is legible. Cross-reference timestamps with each image to confirm that they correspond to the actual time the image was captured.
Parking Rule Compliance Check: Review the parking rules as specified in the Zone Category. This includes time limits and no return periods. Compare these rules against the timestamps and images to confirm whether a violation occurred.
Overstay and Return Time Analysis: For overstays, confirm that the vehicle remained in the parking zone beyond the allowed time. For No Return violations, ensure that the vehicle returned to the parking zone sooner than the allowed No Return Time.
Chalking Interval Compliance: Confirm that the vehicle was 'digitally chalked' (data captured) at least twice within the parking time, especially in zones with longer allowed parking durations.
Data Consistency and Correlation: Check for consistency in data captured during different passes or surveys. Ensure that the vehicle's presence or absence in sequential images aligns with the reported violation.
Legal and Regulatory Compliance: Verify that the data collection and processing comply with relevant privacy and legal standards. It's important to use transparent data collection methods that can withstand legal scrutiny.
Report Export and Format Check: Ensure that the report can be exported in a legally admissible format (e.g., PDF). Check that the exported format retains all essential information without alteration.
Manual Review and Confirmation: Perform a manual review of the report to identify any anomalies or errors not captured by the system. Confirm that the evidence is sufficient to establish a violation beyond reasonable doubt.
Documentation and Record Keeping: Keep a record of the assessment process for each report. Document any additional observations or findings during the review.
